The Collapse of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are conducted: positive announcements are delivered from various governments. Immense energy is allocated on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "peace".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a capacity enabled by timely intelligence. From observation points, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems thundered: several firings deployed against a incoming threat. This was a sophisticated defense system at work, most likely supplied through allied countries. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: maybe the incoming missile won't strike its target this time, preventing destruction from catastrophe and another blackout.

Ongoing Risks

Following this, a large-caliber weapon engaged a drone close by, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

Periodically, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's vital need on external assistance – a dependence that European nations are demonstrably unable to substitute in the short term.

Failed Diplomacy

The comprehensive proposal from Washington provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, undoubtedly, continue.

Political Considerations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is impossible to compel Moscow to relinquish the land that it presently holds in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through statements or actions, from believing that the current condition will not shift further in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a complete military breakdown until conditions improve in its advantage.

Existing Situation

Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: personal goals to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their task will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.

While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
